For each area/region a study would need to be done to determine what the roadsides and climate would support in the way of pollinator forage, and not a study that would take thousands of dollars for each area. I think a simple, quick study would suffice.
Then it would be a matter of seeding the roadsides with the appropriate ground cover. In my area of southern Alabama crimson and white Dutch clovers do very well. And, I think hairy vetch would be a cover which would bloom after the cover bloom has faded.
