As mentioned in a previous post, it may have something to do with the thickness of the additional wax applied. I'm thinking (conjecture on my part) that if the wax is applied too thick it blurs the embossed ridges of the plastic foundation and the bees have no discernible pattern to follow so they ignore the whole thing. Plus there should be some honey flow to encourage the bees to expand their storage area.
