I think that even a pedantic beekeeper would admit that drones are male brood.

Isolation apiaries << That would be illegal in the UK if the disease is Foulbrood as there is an automatic standstill order to prevent the disease being spread unnecessarily. >>

If he reads the DEFRA (UK Govt. authority) leaflet, “Foul brood disease in Honey bees”
He will discover that isolation apiaries are far from illegal.

“Isolation apiaries – where an EFB outbreak extends between several apiaries managed by a single beekeeper, it can often be advantageous to move all known infected colonies, and other colonies believed to be at particular risk to a single apiary (under licence from the NBU inspectors). This keeps to a minimum any contact between diseased and healthy colonies, and makes it easier to operate quarantine systems appropriate to the level of risk in each apiary.” (Foul brood disease in Honey bees, DEFRA)

The only treatment of AFB, in France and in the UK, is destruction by fire which is in no way prohibited by the EU directive. Paragraph 6.4 states: In addition to the above principles, veterinary treatments or treatments to hives, combs etc., which are compulsory under national or Community legislation shall be authorised.

I fail to see his problem.
