This has been on my mind as well.

Have the folks that have been pushing for this ban been making any predictions as to the outcome?  When one takes action to solve a problem, it is difficult to evaluate a solution (or an approach for devising a solution) without having some idea (or even a fantasy) as to what the outcome will be _before_ applying it.
