of the Midwest or in California's agricultural valleys?
There are similar programs in states such as North Carolina to encourage
the maintenance of field margins in order to increase habitat for quail and
other wildlife. And according to Ken Burns, the Dust Bowl of the 1930s was
"cleaned up" partly through government programs to institute wind-breaks
and field margins on the Great Plains. So yes, it is feasible. Whether
practical in specific situations is another question, but overall, it's
possible.
