The US Forest Service policy (http://www.fs.fed.us/foresthealth/pesticide/policy.shtml) includes the use of pesticides and other practices which disqualify those regions from the definition of organic. It is a fair question whether any prohibited pesticide or practice was used in a particular area during the three year window but we can not presume that even those remote areas are safe.
