Plant growth cycles are controlled primarily by degree units. When a plant
has accumulated enough degree units it can break dormancy, bloom, emerge
from the ground, etc. So yes to your question. If dandelion bloom is late
the rest of the plants SHOULD bloom in the normal sequence, but later than
normal.
