I find swarm boxes to be unnecessarily fussy to work with. You can make a good cell starter by using a one or two story queenless hive. Shake fresh nurse bees into it every couple of days, and it will start new cells as good as any other type of starter. Plus, it can be used for a long time, if properly maintained.
