Icing sugar *with *starch which most contain is the issue.
Most advise against feeding sugar with starch.
I have fed in spring with the bees flying without issue but would not feed
for the bees to winter/cluster over.
Domino brand (New York) with a low percent starch is the brand I have fed.
Starch is included in most icings for stiffness I think?
