When we created CCD in test yards by inoculation with virus from CCD
colonies, I also did not observe much robbing, nor wax moth, even in
deadouts that sat for a while (no SHB in my area).
Several hypotheses:
One, the virus may very well kill wax moth.
Two, CCD is defined by the presence of remaining brood in a deadout, which
is generally unusual. The decaying brood produces the odorant
"cadaverine," which may simply be repellent to bees.
Three, in collapsing yards, there are few foragers. However, in some CCD
reports, healthy apiaries were nearby, yet were reported not to rob.
So still questions.
