The EU defined organic honey in a directive dated 24.8.1999,  L 222/17  To L 222/20
annex C  “BEEKEEPING AND BEEKEEPING PRODUCTS”.

The adage “let buyer beware” might be valid if one were buying a horse but the buyer is hardly in a position to judge the qualities of honey in a jar, even less to decide if it had been produced to organic standards.
As for the  Binomial nomenclature Apis mellifera, does it not adequately cover all of the sub-species from A. m. adamii through Apis mellifera mellifera to A. m. unicolor? 
To the best of my knowledge "government agencies" in the EU are not political appointments and remain in place while politicians come and go. This means that they are above the "corruption that government agencies take to whole new levels" in the USA, according to Eugene Makovec.
