The way I think problems are spread, is just as Bob has stated. If you had a large grazing area for cattle, say 650,000 acres, and you bring 2 cows per acre into this acreage from all across America to graze, with no fences, some has disease of one sort and others with hoof and mouth disease, it will spread like wildfire.
Honey bees are no different. Disease spreads fast.
Packages are made from surplus bees and some firms are very, very careful about what they sell. Some smaller firms will only make packages from their own bees. I have bought from some of these in past years. Got good clean healthy bees.
