I think it would usually mean that the patties were spiked to that
concentration, and the bees were "exposed" (fed) that. I agree it is
ambiguous, but that would be somewhat the same as bees being "exposed" to
pollen with that concentration, which would not be unusual and any other
measure would be difficult to do.
