Perhaps it is simply a matter of perspective.
To an individual bee (or perhaps to a colony of bees if we consider the bees to be individuals), SHB (and waxmoth for that matter) are probably pests.
If one considers the colony as a superorganism (which must include the comb, frass, cocoons, food stores, etc), then they perhaps could be considered as parasites.
