Yes.

No, the fondant is in 12.5kg blocks.  I slice the in half lengthwise and 
place the cut side down on the excluder at right angles to the frames.  That 
way, if the bees move to one side of the box they will still have fondant 
above them (assuming that they do not take the whole lot down and put it in 
the combs) - so no isolation starvation.
