This is especially true if the beekeeper is located in AHB country.   A lawsuit can just about destroy a family, even if the complaintant looses.  Litigation costs can be very, very expensive.  I recommend using the BMP (Best Management Practices) adopted by the states of Florida, Georgia, and Alabama.  Generally speaking, if you can show documentation that these guidelines have been followed in your apiary, most litigation against you won't win.
