This sounds to me like isolation starvation and something that affected bees
here too in the cold winter we had. Your best answer might be to insulate the
hives, especially the tops, so that they can access the stores in the colder
areas of the hive. Perhaps the granulated sugar method you used provided
insulation as well as accessible sugar, and it may be better to provide more
effective insulation instead.
