At least in the 80s, Seattle had a model urban beekeeping ordinance. Of
course, NY at one time held the title of one of the first and longest running
urban beekeeping ordinances - I've never been able to pin down when NY
went from bee friendly to making beekeeping illegal.
San Francisco used to allow bees - but its been years since I've worked in
those areas; so that may also be a 'used to be (sic)' :).
Lots of urban beekeepers near and in Baltimore, but I don't know if
Baltimore 'allows' bees.
While not in U.S., I understand that there are beehives in Paris.
And, I know of two beehives in Washington, D.C. - one in the insect zoo of
the Smithsonian, one on the White House lawn.
