Kirk's plan sounds good, but the bees already oriented to the pool will continue.  Most covers will increase the problem since they tend to collect water.  One thing I'm careful to do is to remove ALL the pool toys, floats, etc. so that there are no platforms for the bees.  Sure I get lots of drowning, but at least they don't return to the hive & direct 1000 bees back.
