We face a similar situation in California, where we don't have gypsy moths.
However, they are often brought into the state on lawn furniture, etc.  I
used to set pheromone traps to detect them for my county ag commissioner.

When an infestation is found, they are hit hard--the rationale being that it
is better to use chemicals in the short term to eradicate an infestation,
than to allow the infestation to spread, which would then require sustained
chemical use for the long term.
