I performed a variation of the test you suggested several years ago. I used a 50% concentration of water to household bleach on plasatic frames that had had the old comb scraped off and then the frames were scrubbed with the solution. After scrubbing the frames were dripping and allowed to air dry for a couple of days and were then inserted into marked nucs that had been inspected and found to be free of AFB. In every case AFB reoccured.
AFB is pretty tough. Burning has been my control method of choice since 1983. Some years AFB occurance is much worse than others.
