Only if they were used continuously.
The grease protected the antibiotic from moisture, so that you didn't have
to open the hive three times to dust it on. If used properly--that is, a
one-time application--they are a very effective way to apply the medicine
over the recommended 2-week dosage period.
Ditto with Apistan or Apivar strips, or any other miticide or antibiotic.
If you use them continuously, then you are highly likely to rapidly breed
for resistance.
