For emergency funding the whole of an industry does not have to be 
affected. Think floods, drought, fire and other disasters.They can 
affect only a small part of the industry and receive funding. I would 
think that it might be a good idea to find out what is happening to that 
much of an industry, if the funds are actually allocated for research, 
not just to get well. So far, that seems what is happening.
