I will add a qualification to Dee's answer. They will make a queen from an ordinary bee cell if the larva in that cell is three days old or less. Older than that and then you get something that isn't all queen and isn't all worker. There is a name for the queen in that situation, but generally speaking it spells curtains for the colony unless they get a true queen.
