Mike,
This behaviour is called"Anarchism" and is being researched by at least 2 
academic groups, including one headed by Assoc. Prof Ben Oldroyd at Sydney 
University in Australia. A Google search for Anarchistic Bees will take you 
into a whole new level of amazement at what is really going on in those 
white boxes at the bottom of the garden!
