It just all depends on the circumstances and expectations. There is no 
absolute answer until you know exactly what the goal is, and even then 
it has to be tempered by local and material circumstances.

Nucs, small ones, are actually great teaching tools for beginners with 
no experience, but sure, if you want a full crop from the  early to mid 
summer harvest first year then the nucs I use are too small.
