Very simple my dear Mr. Watson.  The ordinance does not specify horizontal distance I'd almost bet my last dollar.  They aren't too swift with legal wording.  Put your hives on a five foot high stand in the middle of the fifty foot lot and the hives will be 25 feet away from the line on the ground, 25.5 feet from the line in fact.  An eight foot high stand gives a distance of 26.4 feet.  Have it in the middle of the lot on a second story porch and ya got it made.
