As far as I know apiary registrations are voluntary for the most part. From
what I hear, perhaps 50% of apiaries are registered. About an equal number of
beekeepers have enrolled in our local bee club. The numbers flactuate from year
to year.
In my neck of the woods, most registered apiaries get inspected. Those that
don't it's because the owner or the sites can't be located. Sometimes the
inspector runs out of time as he's been asked to help inspect in adjacent
areas.
Beekeepers only benefit from registering and getting hives inspected. The
service is free.
