This looks to me like a 'damned if you do and damned if you don't'
situation.

Beekeepers must co-operate along with other interests, even those
diametrically opposed, harmful and offensive to the craft in order to
achieve goals, but where does co-operation become co-option?

I'm sure everyone will never agree on where one ends and the other begins.
