I think it depends on what you mean by "workable." I had a hive that tested (FABIS) as having a 12.9% chance of being africanized. Read about it in "The Hot Hive," April ABJ. I could have "worked" it in a wilderness and I did keep it around for a month but became afraid someone would get hurt. I cannot imagine a semi-load of these particular bees. On the other hand, a friend of mine took a picture in Brazil this year that is a little perplexing. It shows a Brazilian beekeeper working a dozen hives in his shirtsleeves and no veil! Down there, they scorn EU bees as being disease ridden.
