A friend of mine at work is Japanese and travels to Japan sometimes.  She

  I would never think that honey would be prohibited anywhere as nothing
can live in it.  If you were bringing in large quantities of it for sale, I
could see a government imposing tariffs or restrictions to protect their
own national honey interests, but to bring some in for gifts would be
negligible.  Any counter opinions?
