In Maine, with the commercial pollinators who are really susceptible to
picking up all sorts of problems from other pollinators in the blueberry
fields (and everywhere else they go), the AFB rate is generally around
4%. Often it is less (there are good ones and bad ones). So this sounds
normal for a good commercial pollinator/beekeeper.
The first colonies I purchased had AFB and I burned the lot. Nice
welcome to beekeeping. Have not seen it since and have not treated.
