Of course.  I do this all the time.  Mowing in the apiary in front of entrances is particularly challenging.  It takes a few more minutes to wait for those who miss the landing board to move, and I sometimes have to give them some help, but I would never mow down one of my girls.  I don't care what the neighbors think.
