It is a type of follower board. Follower boards used to be common...in
fact, I believe one (wooden) used to be included when buying hive bodies
from Root. It looks to me as if it was to be used for confining the queen
to one side of the brood nest...possibly for obtaining larvae of the proper
age for grafting.
