Not necessarily the air guard doing the spraying. much is run by local
officials ,under pressure to "do something". their public works has spraying
equipment that is ground based. that is what they used in LA years ago,
driving through the subdivisions, as well as at marine bases I've been on.
you are better off finding out the authority for the spraying, then
determining who is doing the actuall work, rather than just starting with
the air guard.  here, the guard flies refuelers - you'd be hard pressed to
spray effectively with one of those, unless you want to dump aircraft fuel
on the bugs.
