Rodney, if you want to have a two queen hive, put a queen excluder
over the bottom hive and then a sheet of newspaper.  Both sets of
workers will use the bottom entrance just fine.  If you want you can
remove one queen after they get adjusted and then remove the queen
excluder.  Dan
