    In the U.S., I could say it in one word:   LIABILITY.  Everyone is 
worried that if there is something  physically wrong with the baby that goes 
undetected or has not been diagnosed  for two days--then the medical professional is 
liable, and thus open for a law  suit.

come  providers for humans haven't figured that out yet? We can't even
