(http://www.cpqcc.org) , click on quality improvement,  click on toolkits, then 2008 
nutrition toolkit, then appendices.
 
The hospital could be held liable for any illness happening to the  recipient 
baby from getting non-pasteurized donor human milk -eg. CMV or Hep C -  which 
are not routinely part of prenatal labs.  I can understand why the  hospital 
is reluctant/refusing to use the milk.
