A hysterectomy should not interfere with milk supply, any more than any
other surgery.  Thus the mother should be ready to feed before
going under, and should be ready to feed as soon as she is awake and up
to it.  The hospital, of course, will encourage her to do this and
keep the baby with her in recovery and afterwards.

However, if the hysterectomy involves taking the ovaries with the
uterus, then there could be a profound effect on the milk supply.  I
don't
see why this should be an issue for the problem she has, but she better
make sure the surgeon knows she wants to keep her ovaries.
