A description and history of the Code in the US can be found in NABA's  
publication, Selling Out Mothers and Babies. In 1981, when the Code was voted on  
at the World Health Assembly, it was submitted as a recommendation. The US 
voted  against it, 118 votes were in favor, and there were three countries that  
abstained from voting, Argentina, Japan, and the Republic of Korea. As far as I 
 know, no country in the world has fully implemented the Code, usually just 
parts  of it.
 
As I mentioned before, I have no knowledge nor have I ever seen any  document 
signed by anyone in the US government that indicated "signing onto the  
Code." The Code is not implemented in the US for the same reasons it has not  been 
fully implemented in other countries. We are working on it!
