I think you may have hit it on the head if you are working at a
place concerned with HIPPA (and who isn't these days?)  I understand
the next step (and you thought HIPPA was all in place-I hear there
are phases 2 and 3 coming up!!!) will deal with electronic data.  It
could well be that the message was encrypted as info needs to be
when going from one computer with a right to the info to another
computer with the right to the info.  If this is the case, you might
ask your IS people (IS=Information System) what you need to do when
sending out info that does not need to be encrypted.
