Hi Pat,
I second your Grr re: spotty or cheap insurance for kids.  Does NJ have
federally funded/state administered uninsured children's health ins
yet?  NY calls it "Child Health Plus" and one has a choice of insurers.
The premiums are free or very inexpensive, depending on income.
        Could these children be referred to a hospital developmental clinic for
failure to attain  normal milestones?  Many hospitals have a sliding
scale of fees based on the family income, reducing the impact of the
stingy insurer.  Hospitals sponsored by religious organizations often
have charity programs, offering free care to the needy.
        Good luck with these tough issues.
