Margery,
One thing I have found helpful (personally with my son and professionally
also) with tongue-tied babies:  have mom hold baby in a football hold, with
baby's tummy snuggled into her hip with her elbow, and her arm up baby's back.
 mom leans back, and brings baby up by curling him into a ball (flexing him)
to nipple height.  she latches him by just tickling his lower lip with her
nipple until he opens wide with his tongue out, then pulls him in.  This
allows the tongue to come forward more.  Let me know if this helps.
