Jean, there is a NICU dr in Japan, who has the best NICU stats in Japan and 
hence the world! (the report is from 10 or so years ago)  He simply tells 
mothers that they will provide breastmilk for their own infant, no 
exceptions.  I don't think he felt guilty at all about his "order".  Of 
course you are dealing with a different culture in Japan and  I don't know 
what happens after they leave the hospital and I don't know if he is still 
having such wonderful success, but giving moms no choice helps his NICU 
babies survive. I heard him speak at LLLI conv in DC years ago.  Pat in SNJ
