I can see a few problems with this.  If a 8 month old, bottle-fed since
birth, infant comes in with poor weight gain because mom is diluting her
formula 2-3x to make it last longer, it would be criminal for me to give her
formula samples?

I completely agree that in the first several weeks, hearing formula names,
gift bags, etc. are completely contrary to breastfeeding success.  So
prohibiting hospitals (specifically newborn nurseries) from giving free
advertising is a great idea. However, after several months, once parents
have made their choice, would I rather have a child starve than get free
formula?  (This is the whole concept of the WIC program.)
