While someone from IBLCE will probably answer this, I'll put in my two cents
worth.  I think if you know this for a fact, then we have a moral obligation
to let the board know.  You put it in writing, as much of the facts that you
are sure of, you address it to JoAnne Scott at the IBLCE Board, and make sure
you sign your name.  They aren't going to investigate anonymous claims, but
they will look into it for sure.  And your name will be kept out of it.  If
anyone knows of a situation like this, please be sure to let the board know.
Better to do it before they sit the exam than afterwards, however.... but if
you know of it after the fact, let the board know anyway.

Sometimes we have to be our own policepeople.
