I'm wondering if mom has ever considered eliminating gluten from her diet?  Gluten is a known aggravator of many autoimmune disorders as well as thyroid disorders.  Often gluten-intolerant moms have oversupply because of the inflammatory effect of the gluten, but low supply is possible too.  I would not rule out the effect of the Depo shot either, but gluten may be one more complication in the mix and would not cost precious deductible money to find out.
