I agree that babies who have been unable to handle mom's milk flow are
tense and miserable.
One thing that I find very helpful for these kids is to give them total
control of feeding.  If one can get mom to keep her hand off the baby's
head, and offer rather than cajole them to take the breast, they are
usually able to get their needs met without getting drowned.  The
decreased feeding when mom stops trying to force the baby to feed
sometimes decreases the milk supply nicely, without mom having to do
anything.  Other times, mom needs to work up to 12 hours on each breast!
