Just a quick story of the ONE time formula came in handy for me.  My family
and I were visiting a local park.  My daughter noticed a newborn raccoon
lying at the base of a tree. It was a hot summer's day with temperatures well
over the 90 degree mark.  We were worried about the possiblity of the baby
raccoon's becoming dehydrated. We knew that its mother would not come down
from the tree until dark, especially with the park being so crowded with
noisey humans.  We took the baby home with the intention of giving it some
water and returning it to the tree at nightfall.  Once home, the baby would
not take water.  It clung to me, but would not drink.   I got the idea to
give it formula.  I would have given it breastmilk, but I wasn't lactating.
We bought some formula and sure enough it drank it from the eyedropper as it
clung to me.  It fed on and off all day. [ I wish I could have followed it's
development for later health problems, but it's awfully hard to track a
raccoon in the wild! :) ]  We returned it to the base of the tree that
evening and watched from afar as the mother came down the tree and collected
it.

Soo... formula can be used to feed raccoons in an emergency.  Animal
activists, please don't flame me for removing the raccoon from the base of
the tree.  I was young and foolish and I didn't know any better.  My
mothering instincts took over!
