I had the pleasure of attending a recent talk by Dr. Lawrence Kotlow DDS, who does a number of frenotomies for both tongue and maxillary ties.  All of his procedures are done with the use of lasers and he recommends the excercises to prevent a reconnection.
He has several handouts on his website that I've found helpful for both moms and physicians.
